You may have heard about the exciting changes coming in delivery! The end result of these changes will be more service for you, our member. I wanted to provide you an overview of what is happening and a general timeline. There are a couple of external factors that are driving IHLS to re-evaluate and modify our delivery service.

Earlier this month IHLS received $626,746 of its FY2016 Area and Per Capita Grant Funding. This first payment brings us to about 31% of the total $1,989,670.48 allocation for FY2016. As a reminder, in FY2016 our System Area and Per Capita funding was reduced to 58% due to the state budget crisis.

When does 1 + 1 = 3, 4 or even 5?

Illinois Library Delivery Service (ILDS) is the courier service that distributes library materials between academic libraries (who are members of Consortium of Academic and Research Libraries in Illinois…CARLI) and the Illinois Library Systems (IHLS, RAILS and CPL). Since it is a courier service, periodically that contract has a Request for Proposal (RFP) managed by the University of Illinois Procurement Division. The current contract for the ILDS expires on June 30, 2016.

Illinois Heartland Library System (IHLS) is an organization dedicated to providing high quality services to its 539 members in central and southern Illinois. Our primary annual revenue is the System Area and Per Capita (SAPC) grant from the Illinois State Library/Secretary of State. For several years the annual grant appropriation for IHLS has been approximately $3.36 M. We very recently learned from the Illinois State Library our appropriation for the current fiscal year (July 1, 2015 - June 30, 2016) will be approximately $1.97 M--a decrease of 42%.

Thanks to the quick work of the Illinois State Library and the Secretary of State staff, libraries were included for partial funding under HB 2039 that Gov. Rauner signed last week.  If you would like to take this opportunity to reach out to your local legislators with a thank you and perhaps let them know what an important difference this partial per capita funding will make to their constituents, Jim Deiters and Denise Raleigh, co-chairs of the Illinois Library Association's Advocacy Committee, have put together handy tips for strengthening relationships with legislators. They have also included the vote totals for HB 2039.

Earlier this year 192 respondents completed the second IHLS delivery survey. Thank you to the members that completed the survey.

At its October meeting, the IHLS Board of Directors approved four components of the Long Range Plan.  

The VisionMissionValues and Goals are the guiding documents that will lead the organization forward for the next few years.  Strategic initiatives and activities will be developed to support the long range goals and will be included in each year's plan of service.  

IHLS placed a bulk order of the latest edition of Illinois Library Laws & Rules (2015)!

The books are available to our members at $22.50/copy.  We strongly recommend all members have at least one copy for their library due to the very recent changes in the Library System service standards.  The books are also available to ILA members for $25/copy and $50/copy for nonmembers.
