IPLAR and ILLINET Survey Update

State of Illinois procurement rules require contracts at certain levels to be competitively bid. For the Illinois State Library’s public library annual report data collection services, the FY13 procurement process was unexpectedly prolonged due to a number of unforeseen circumstances.

The Office of the Secretary of State/Illinois State Library has selected Counting Opinions as a result of the procurement process to collect and maintain data for the Illinois Public Library Annual Report (IPLAR) and the Illinois Library and Information Network (ILLINET) surveys. Their data management product, LibPas, will be used to collect Illinois library statistics. The IPLAR and ILLINET surveys should be available on LibPas in early September. We will make an announcement at that time.

The Secretary of State’s office does not have statutory authority to grant an extension to the deadlines established in the Local Library Act or the Public Library District Act for the Illinois Public Library Annual Reports (IPLAR). However, due to the unforeseen circumstances in procuring the services of Counting Options, the Illinois State Library will accept filings of the IPLAR after the statutory deadlines (Local Library Act: (75 ILCS 5/4-10); District Act: (75 ILCS 16/30-65)).

The largest library consortia in the country coming soon to a library near you!

Edwardsville, Illinois – July 26, 2012 -- Illinois Heartland Library System (IHLS) has chosen Polaris Library Systems of Syracuse, N.Y., to provide its next ILS system.  On Wednesday, Leslie Bednar, Executive Director of IHLS met with Bill Schickling and Jodi Bellenger of Polaris to sign the contract.

Illinois Heartland Library System covers 28,141 square miles in the southern half of Illinois. It is comprised of four former library systems (Lewis & Clark, Lincoln Trail, Rolling Prairie, and Shawnee). Before the merger on July 1, 2011, staff members and the LLSAP4 Working Group had already begun working on merging four separate automation systems into one.  Early next year all of their automated libraries will share the same database and catalog to become THE largest library consortia in the country: SHARE (Sharing Heartland’s Available Resources Equally) powered by Polaris Library Systems of Syracuse, N.Y.
